I refer to your report (FM Fox February 19) that municipal councillors who appoint pals or party hacks without basic qualifications as municipal managers will soon be forced to pay back the money that has been wasted on their salaries.
This is an excellent idea, but it does not go far enough.
It should also apply to justice ministers who appoint said pals or party hacks to the Bench.
Come to think of it, it should also apply to the president, his cabinet, all directors-general, heads of parastatals, public hospitals and so on.
