In the graph, innovators are firms that have upgraded an existing product line or developed a major new product line in the previous three years. Skill constraints refers to the view by firms that lack of adequate skills is a "major" or "very severe" obstacle to the operation and growth of their business.

The left panel is based on a sample of 13 300 companies in developing countries. The right panel is based on a sample of 12 099 firms in 29 developing economies.
