Though the Top Empowerment Companies (TEC) survey is ultimately about ranking the broad-based black economic empowerment (BEE) achievements of individual companies, a sector analysis is important in spelling out the key dynamics of the BEE challenge.
This is because TEC uses a single, uniform tool - the broad-based BEE scorecard - in measuring BEE implementation across all sectors of the JSE.
This approach makes for a smooth comparative analysis, though it may well have limitations in terms of fully comprehending the dynamics of BEE in practice.
The following TEC pages endeavour to tackle this subject. They consist of a sector-based ranking using the generic scorecard which is followed by a qualitative analysis of empowerment trends in each ranked sector of the JSE.
Different sectors face different transformational challenges. This is widely acknowledged, including by the primary legislative framework - the Broad-based BEE Act as well as the Codes of Good Practice - which allow for the development of sector-based transformation charters.
Sector charters, which at last count totalled 30, are meant to address industry-specific circumstances. If gazetted, as required by the codes, charters will be the alpha and omega of BEE in their respective sectors. The key sector charters are the mining, financial services, information & communication technology (ICT) and property charters.
